Au nom d’AllAh le Clément, le Miséricordieux PETITION
CONSIDERANT le recul enregistré par l’expérience de démocratisation dans notre pays depuis la prise du pouvoir par le général Mohamed Ould Abdel Aziz lors du coup d'Etat militaire du 6 août 2008 ;
CONSIDERANT l'impasse politique due au report sine die des élections parlementaires et sénatoriales et l’anti-constitutionnalité du Parlement qui en a résulté ;
CONSIDERANT le climat d’inquiétude qui hante les Mauritaniens en général et leur élite en particulier, suite à l’effondrement constant de l'Etat, l’aggravation de la crise multidimensionnelle où patauge le pays, la détérioration des conditions vie des citoyens pour cause de hausses répétées des prix et du chômage généralisé, l'incapacité du gouvernement à faire face aux effets de la sécheresse, ainsi que la dégradation de secteurs vitaux et particulièrement ceux de la santé, de l’éducation et des services de base ;
CONSIDERANT la négligence par le régime de ses responsabilités relatives à la lutte contre l'esclavage et l’application de la loi qui l’incrimine, au règlement du passif humanitaire et le recouvrement par les rapatriés de leurs droits et à la préservation des droits fondamentaux de tous les Mauritaniens ; considérant les menaces réelles qui pèsent ainsi sur l’unité nationale ;
CONSIDERANT la persistance du pouvoir à rétrécir le champ des libertés publiques à travers les sanctions collectives des grévistes, la maltraitance des humanitaires, la répression brutale par les forces de sécurité des étudiants de l’ISERI et de l'Université de Nouakchott et des jeunes qui revendiquent leur droit au travail ;
CONSIDERANT le pillage systématique des ressources minières, halieutiques, pétrolières et financières du pays, par le truchement de conventions qui sentent la corruption et de marchés de gré à gré suspects qui profitent à un groupe restreint de proches d’Ould Abdel Aziz ;
PARTANT de l’impératif de solidarité avec notre armée nationale, dont les meilleurs officiers subissent les pires injustices et discriminations dans l’attribution des formations, des avancements en grade et des nominations, sans compter les aventures militaires qui nuisent au pays et à la sous-région ;

CONSIDERANT que Mohamed Ould Abdel Aziz est le premier et l’unique responsable des échecs et des déviances ayant conduit le pays vers l’impasse actuelle ;
CONSCIENTS de notre devoir patriotique et religieux, NOUS SOUSSIGNES, issus de toutes les composantes du peuple mauritanien, résidents dans toutes les provinces du pays et citoyens mauritaniens de la diaspora, affirmons que la solution de la crise actuelle réside dans le départ de Mohamed Ould Abdel Aziz du pouvoir et l’avènement d’une période de transition qui aboutisse à un régime démocratique en rupture totale avec les régimes militaires.
Une large concertation nationale entre l’ensemble des forces politiques et des acteurs de la société civile sans exclusive aura lieu au cours de cette transition, en vue d’un vaste consensus sur les grandes questions nationales.

نظرا لما أصاب تجربة التحول الديمقراطي في البلاد من انتكاسة على يد محمد ولد عبد العزيز منذ استيلائه على مفاصل الدولة
بواسطة انقلاب عسكري س نة 8002 .
و نظرا لحالة الانسداد الس ياسي الناجم عن التأجيل المفتوح لانتخابات النواب و الش يوخ، و ما ترتب على لك من الوع
اللا دس توري للبرلمان .
و نظرا لحالة القلق العام الذي ينتاب الموريتانيين عموما و نخبهم على وجه الخصوص بسبب الشعور المتزايد بانهيار الدولة، و
تفاقم الأزمة المتعددة الأبعاد التي تغرق فيها البلاد، و تدهور ظروف المواطنين جراء ارتفاع الأسعار، و انتشار البطالة، و
عجز الحكومة عن مواجهة انعكاسات الجفاف، و التردي الواضح للقطاعات الحساسة و خصوصا قطاعي الصحة و التعليم، و
التدهور في الخدمات خصوصا في الداخل، مما أوجد حالة من الاحتجاج شملت عدة مناطق .
و نظرا لتخلي النظام عن أي مسؤولية في مواجهة الاسترقاق و تطبيق القانون امجررم ه، و نظرا لتفريطه في معالجة المظالم
الإنسانية و عمان حقوق المبعدين العائدين و صون الحقوق الأساس ية لجمي الموريتانيين بما فيها حق المواطنة، و ما يترتب
على لك من تهديد ماثل للوحدة الوطنية .
و نظرا لإمعان النظام في التضييق على الحريات العامة من خلال العقوبات الجماعية للمضربين، و مضايقة الحقوقيين، و القم
الوحشي للطلاب في المعهد و الجامعة و للش باب المطالب بحقه في التوظيف .
و نظرا للنهب المس تمر لثروات البلاد السمكية و المعدنية و البترولية و لمواردها المالية، عن طريق عقود تفوح منها رائحة
الفساد، و صفقات تراض مش بوهة لصالح ثلة من مقربي ولد عبد العزيز .
و انطلاقا من واجب التضامن م جيش نا الوطني الذي تتعرض صفوة عباطه لمحتلف أنواع الظلم و التمييز في منح التكوين و
توزي الرتب و إس ناد المهام، ناهيك عن إشغاه في مغامرات عسكرية تضر البلاد و المنطقة .
مد ولد عبد العزيز عن جمي الإخفاقات و الانحرافات التي أوصلت البلاد إلى المأزق 􀟾 و نظرا للمسؤولية الأولى و الكاملة
الحالي .
و تقديرا لواجبنا الوطني و الشرعي فإننا نحن الموقعين أسفله المنتمين لجمي مكونات الشعب الموريتاني و الموجودين في كافة
ولايات الوطن و ضمن جالياته المقيمة في الخارج نؤكد أن المحرج من الأزمة الحالية يتمثل في:

إلى نظام ديمقراطي يشكل قطيعة م الأنظمة العسكرية، على أن يفتح تشاور
وطني واس أثناء المرحلة الانتقالية بين كافة القوى الس ياس ية و فعاليات امجرتم المدني دون إقصاء أو تهميش سبيلا إلى خلق
أوس إجماع ممكن حول القضايا الوطنية الأساس ية .

In The Name of Allah the Compassionate, the Merciful PETITION
CONSIDERING the setback inflicted to our country’s democratization by General Mohamed Ould Abdel Aziz, after the military coup of August the 6th 2008; CONSIDERING the political blockage caused by the indefinite postponement of parliamentary and Senate elections, resulting in an unconstitutional Parliament; CONSIDERING the generalized anxiety that haunts the Mauritanians in general and their elite in particular, due to the growing sense of the state’s failure, the deepening of the multidimensional crisis the country is sinking in, the deterioration of the citizens wellbeing as a consequence of the repeated price rises, the widespread unemployment, the government's inability to cope with the effects of drought, the degradation of the vital public sectors, particularly health and education, the erosion of the basic services; thereby creating a state of protest that included many areas; CONSIDERING the neglect, by the regime of its responsibilities in the Struggle against Slavery, as well as its complacency to enforce the laws that criminalize it; considering its negligence in handling the humanitarian grievances and in guaranteeing the rights of the returning deportees and safeguarding the fundamental rights of all Mauritanians, including the right of citizenship; thereby resulting in a clear threat to the national unity; CONSIDERING the regime’s persistence in restricting public liberties, through the collective punishment of strikers, the harassment of Human Rights activists, the brutal repression students, by the security forces, at ISERI and in the University of Nouakchott, as well as against the youth demonstrating for their right to work. CONSIDERING the systematic looting of the country’s resources, including mineral, fisheries, oil and financials, through transactions that reek of corruption and through suspicious compromise deals that benefit a small group of Ould Abdel Aziz’s entourage; BASED ON the obligation of solidarity with our national army, whose elite officers are subjected to various injustices, to discrimination in the allocation of training, advancements in rank and appointments, not to mention the military adventures that are harmful to the country and to the sub-region; WHEREAS Mohamed Ould Abdel Aziz is the first and solely responsible for the failures and deviations that led the country to the current impasse; CONSCIOUS of our patriotic and religious duty, WE THE UNDERSIGNED, from all parts of the Mauritanian people, living in all regions of the country, and we Mauritanian citizens in the Diaspora, assert that the only way out of the current crisis is the departure from power of Mohamed Ould Abdel Aziz, and a transition period that leads to a democratic system, in a total break with military regimes. A broad national consensus between all political forces and civil society actors, without exception or marginalization, will take place during this transition, seeking a consensus as broad as possible on the major national issues.
